If you live in Venezuela
You can apply for your certificate online at the Ministerio del Poder Popular para Relaciones Interiores, Justicia y Paz, “Servicios a la Ciudadanía”, “Certificaciones para trámites internacionales”.
Follow the instructions for getting into the system.
Instructions are only provided in Spanish and you must have your Identify Card (cédula) number to complete the process.
If you live outside of Venezuela
You can apply for your certificate online at the Ministerio del Poder Popular para Relaciones Interiores (available in Spanish only), Justicia y Paz, “Servicios a la Ciudadanía”, “Certificaciones para trámites internacionales”.

Venezuelan Embassies and Consulates can no longer help with getting a police certificate.
