If you live in Paraguay
You can apply at the Policía Nacional, Departamento de Identificaciones in Asunción in person or through a representative authorized in writing to act on your behalf. Instructions and more information are available on the Tramites Paraguay website (in Spanish only).
If you live outside of Paraguay
You can apply through the Paraguayan embassy or consulate.
